Preheat oven to 200°C. Line baking tray with baking paper.
Sift flours, baking powder and spices into a bowl. Stir in oats, carrot, sultanas and brown sugar. Mix in oil until just combined. Spoon out a tablespoon and quickly roll into a ball and place on baking tray. Repeat process for the entire mixture. Then gently press each ball with the underside of a fork, to slightly flatten ball. Bake for 18-20 minutes or until slightly golden.
Keep in airtight container for up to 1 week.
